Code Development Criss Crosses International Code Council Cycles, Introducing a New Product Standard and Prescriptive Installation Practices

One of the longest standing PEPA work groups, the Code Development Work Group (CDWG), moves into full gear this Fall while the International Code Council (ICC) continues to introduce its new code process.

The CDWG met last fall as it moved towards updating the International Residential Code (IRC), International Building Code (IBC), International Fire Code (IFC), and the International Urban Wildland Interface Code (IWUIC). The ongoing cycle will result in the 2027 edition of these codes, and states will begin to adopt those editions after publication. Currently most states are still in the process of adopting the 2024 codes.

The group is preparing for hearings next month on fire safety issues relating to the IBC, IFC and IWUIC. The focus includes:

  • Introduction of ASTM D7445 backed siding standard
  • Opposing overreaching fire testing requirement which would add cost without much impact
  • Pushing for the regulation of combustible mulch regulation around buildings which has proven to be an ignition source and has led to the spread of external wall fires

The CDWG will hold an in-person meeting in Florida, following the ASTM D20 meetings, on November 14 and 15 to prepare for January 2025 deadlines. They involve:

  • Introduction of ASTM D7445 backed siding standard (to IRC)
  • Broadening prescriptive installation practices to address common field practices that are substantiated
  • Strengthening installation practices in the code that are already recognized by the industry, using the code to help ensure best practices in the field
  • Refining soffit and fascia applications, including addressing porch and raised building soffit applications

In addition to the hearings in October, the ICC will hold two sets of hearings in 2025.

Finally, the CDWG will also review the current provisions in the International Energy Conservation Code (IECC) and ensure that insulated vinyl siding remains a recognized option for consideration as a continuous insulation. The IECC has been moved to a standards process which will also start in 2025.
